[MER - Having brought little but misery, dispossession,
and near civil war to his own people, Yasser Arafat is now parading the
world as pretend President of a non- existent Palestinian State. Half of
his people languish in refugee camps or in exile; the other half are in
the process of being corralled onto "autonomous" self- policing,
and dispersed, Ghettos ironically reminiscent of the Jewish European past.
MER has recently received from Palestinians damning indictments of Arafat
and the "PA" which will be made made available here in coming

service report of Arafat's offer to negotiate a Sri Lankan "peace"!]
ARAFAT OFFERS TO NEGOTIATE SRI LANKAN PEACE!
(SNS News Service - 3/25) Visiting PLO Leader Yassir
Arafat called for peace in Sri Lanka and offered to mediate a settlement
to the country's ethnic war that has killed more than 50,000 people. Arafat
told a meeting here shortly after talks with Sri Lankan President Chandrika
Kumaratunga that he was willing to help restore peace in the island where
Tamil Tiger guerrillas are fighting for a separate state. "I am under
the disposal of the friendly people of Sri Lanka," Arafat said. "We
are now facing a new order. The order of the new order is peace. I offer
all my effort and support for you to reach a settlement." Asked if
he was willing to be a mediator between the Colombo government and its
warring partner, the Liberation Tigers of Tamil Eelam (LTTE), Arafat said:
"Yes. I am ready." "I am offering it officially now,"
Arafat said at a Palestinian friendship meeting here. Arafat also held
talks with Prime Minister Sirima Bandaranaike who had strongly supported
the PLO.

[MER - A Palestinian living in the U.S. has the following
to say about Arafat's new discovery of the importance of his personally
negotiating a Sri Lankan "peace":
"Since the collapse of the USSR, and the move of
the Sri Lankans to fill the vacuum that was created...the world was never
the same. I think the reason Arafat offered his mediation must be that
he is trying to get the Sri Lanka government to exert pressure on Israel
to implement the "peace of the brave" deal. Since the USA is
not exerting the pressure needed to do that, Sri Lanka is our last hope.
I think Arafat knows the consequences well, if God forbid that the Sri
Lanka Civil war continues. He knows the threat that will cause on the distribution
and supplement of Tea to the Arab world. Without Sri Lankan tea the people
in the region will be walking and feeling like one who just smoked two
pack of weeds. And since we operate heavy machinery in the Arab world (which
might be our brains) one needs to be conscious and alert, which only can
be the case if we drink Sri Lankan tea. Arafat is good in throwing the
ball around, and forcasting disasters, and I think the ball now is in the
Sri Lankan court and I hope it stays there." Saad

about Arafat:]
"The collision between
Arafat and the Zionist regime in Israel is reaching a new level of sophistication.
He may not be a frank collaborator, but who cares as he is fulfilling his
designed role. Arafat cares only about himself, his status and his appearance.
He is obsessed with the way he is received, even when he is met by his
subordinate officers or his pawn ministers, the ceremony has to be formal
with flags and national anthem and it must be the first item on the TV
news. He has to be "respected" in public eye. What is important
for him is to feel important. He is obsessed with power and the show of
power. He managed through money and power to corrupt every one around him,
every one. He hates those who command intellect or culture and he despise
intellectuals. He has no understanding of civility, morality or decency.
He is a political animal of psychopathic predisposition. His aim justifies
his means. His aim is himself, nothing else. Arafat tries hard to demolish
the remains of the Palestinian civil society. He marginalised the elected
legislative council, undermined the civil courts, tortured human rights
activists, attacked civil liberties, suppressed newspapers, intimidated
political opposition and spread an atmosphere of fear. Arafat monopolized
Palestinian economy, established his own companies, controlling import
and export, investment and development. It is almost impossible today to
do any business without partnership with Arafat's men or paying commission.
Some are forced to pay a frank ransom. Arafat denies the legislative council
any role except the ceremonial. The only resolution that was allowed to
be executed was the council decision to call for a protest strike day against
Israel's settlement policy. Arafat refused to discuss the peace agreement
with the council. He even refused the council to discuss the infamous Hebron
agreement. The Palestinian official TV station was ordered not to broadcast
the Council's deliberations."
