BAGHDAD, Nov. 12 (UPI) -- Confusion surrounds Iraq's weekend announcement that it's scrapping a $4.2 billion Russian arms contract but the feeling is it may be a ploy by Prime Minister Nouri al-Maliki's government to renegotiate a more favorable deal.
