Before he departs and 'turns over sovereignty' to those he himself brought to power in Iraq, U.S. 'Administrator' Paul Bremer has stacked the Iraqi deck grossly in favor of those who support, work with, and get their money and security from the Americans.
Bremer has proclaimed all kinds of things in advance of his departure, including of course putting U.S. choices that have long worked with the CIA in the top positions.
He has also declared that those who have been involved with 'private militias' have to wait at least three years before they can run for election -- thus ruling out for instance Muqtada Sadr. He has enthroned relatives of Ahmed Chalabi in key positions, even though Chalabi himself has fallen from grace (or alternatively is trying against hope to rebuild himself anew this time as something other than a swindler and American agent). And as this article points out the new 'fully sovereign' Iraq will not only not have control over the foreign army that invaded and occupies Iraq, it will not even have control over the 'civilian contractors' and 'American citizens' who are in the country.
