GENERAL JAY GARNER - ISRAEL'S CHOICE TO IRAQI CONTROL

These 'four or five' of whom the insider at Washington's CIA- connected Center for International and Strategic Studies (CSIS) speaks are all persons long-connected with both Bibi Netanyahu and Ariel Sharon in Israel, as well as with a right-wing Zionist think-tank in Washington to which they all belong known as JINSA - The Jewish Institute for National Security Affairs. Though unnamed in this important Guardian article, the list of top-level persons who have indeed essentially 'hijacked' the U.S. and who work in extraordinarily close connection with the Israelis includes the most senior civilian leaders at the Pentagon immediately under Rumsfeld -- Douglas Feith, Dov Zakheim, Paul Wolfowitz, Richard Perle ('adviser'), all among them, as well as a considerable circle of friends and ideological soul-mates holding many other key positions at DOD and throughout Washington. It is essentially a Washington-insiders-type coup that has occurred with the hardest-line elements of the Israeli-Jewish Lobby now in the drivers seat. And this means even more intimate coordination of U.S. foreign policy with the Israelis, implementing the 'strategic relationship' in ever-closer and more secret ways, all now in hot pursuit of consolidating a 'new world order' jointly designed in both Jerusalem and Washington. The roots of what is happening today go back at least 20 years to the time of Sharon's invasion of Lebanon in 1982 -- itself a major previous attempt to remold the Middle East but one whose scope now appears limited in comparison to what is happening today. General Garner, another JINSA-type by the way, was largely chosen by this close-knit 'cabal'. Today Garner arrived in Baghdad to assume his post as 'de facto' Military Government. He essentially reports to the Number 3 man at the Pentagon, none other than Douglas Feith -- in effect a kind of closet JINSA-Israeli operative -- as does Ahmed Chalabi by the way. As for who's in charge of the Black Gold, Iraqi Oil -- well General Garner now is...and thus the Pentagon, the American Oil Companies, and in an important sense not to be overlooked anymore the Israelis are

The Guardian (UK) - Monday April 21, 2003: Whenever America goes to war, the spoils of victory invariably include more US military bases overseas.

Having vanquished Saddam Hussein, the Pentagon is planning to establish four US bases in Iraq, according to reports in Washington yesterday.

The Iraqi deployment plans fall into the century-old pattern of US foreign bases being built on the back of military victory. They are also the latest episode in an extraordinary surge in America's projection of military muscle since September 11.

The past two years have seen a rapid expansion of American deployments across thousands of miles stretching from the Balkans to the Chinese border and taking in the Caucasus, central Asia, the Middle East and the Indian subcontinent.

From Camp Bondsteel in Kosovo, a result of the 1999 Nato campaign, to the Bishkek airbase in Kyrgyzstan, appropriated for the Afghanistan war, the Americans are establishing an armed presence in places they have never been before.

Thirteen new bases in nine countries ringing Afghanistan were rapidly established as Russia's underbelly in central Asia became an American theatre for the first time.

"In every meaningful sense, the reach and spread of the US bases is growing very strongly, alarmingly from the point of view of the rest of the world," said Marcus Corbin, a security analyst at the Centre for Defence Information thinktank in Washington

Further plans are in the pipeline to move US assets out of Germany, where they have been since 1945, into the new Nato countries of eastern Europe, notably Poland as well as Romania and Bulgaria on the Black sea, prized for their proximity to Turkey and the Middle East.

Earlier this month, the top US air force officer in Europe, General Gregory Martin, was in Bulgaria and Romania, sizing up real estate options for the American move into the Balkans.

"All of those places now represent opportunities for us to create relationships that some day will allow us the access we need," Gen Martin told the Stars and Stripes US military newspaper.

At Poznan in western Poland, millions of dollars are being spent on repairing runways, improving infrastructure and building roads at the Krzesiny air base, in the expectation that Uncle Sam is moving in there, too.

"The shift is to small, mobile forces at bases in Poland, Romania, and Bulgaria, with the number of bases in Germany being reduced substantially," said Phil Mitchell, of the International Institute for Strategic Studies.

The biggest shock of the Iraq war for the Pentagon, said Mr Corbin, was not being able to use Turkey as a launchpad.

"The big thing to come out of Iraq is that the US will redouble its efforts to diversify its assets and potential."

Barred from exploiting Turkey, the US military used the Romanian air base near Constanta on the Black sea to ferry servicemen and women and equipment into northern Iraq, while 400 US troops commandeered the Burgas airport down the Black sea coast in Bulgaria for refuelling operations.

The new bases in central Asia, the Middle East, and the Balkans mean that the US military now girds the globe as no power has done before, from the frozen wastes of Greenland to the deserts of southern Afghanistan.

But more can also mean less. At the close of the cold war, America was sustaining more than 1 million of its citizens abroad in the service of the military, including some 400,000 dependents.

Under the strategic revolution being fashioned by the US defence secretary, Donald Rumsfeld, and his hawks at the Pentagon, the number of US military personnel deployed overseas is about 60% of 10 years ago, at about 1,000 military bases.

Strategic airlift, technological advances, and the shift in military doctrine from deterrence to pre-emption and rapid reaction entail a leaner and meaner fighting machine.

Under Mr Rumsfeld, said Mr Corbin, "you have four or five people who have hijacked the US government and whose ambition cannot be understated. Their plan is for the US to control events in many important regions of the world."

The message of the Rumsfeld doctrine on bases is as much political as military. The policy is to cultivate "relationships" with the host countries, obtain secret basing agree ments, reconnoitre assets, and then use them, not necessarily immediately and not so much as permanent US bases, but as and when the Americans see fit, in their determination to be able to go anywhere any time they want.

"Their function may be more political than actually military, they send a message to everyone," the administration hawk and deputy defence secretary, Paul Wolfowitz, told the New York Times last year.

It is a policy that involves risks, with the bases becoming a target for terrorists. The Pentagon is spending billions of dollars on 45,000 guards and security personnel to police US deployments abroad. And there is perhaps another danger.

"There's a risk of not knowing your limits, of over-extending yourself," cautions Mark Vicenzino, a Washington strategic policy analyst. "That's the lesson of history, the lesson of empire."

Confusion over who controls Iraq's oil ministry

Financial Times - UK - April 20 2003: Ringed by US tanks and guarded by US soldiers with a very exclusive admission list, Iraq's oil ministry on Sunday appeared secluded from the disorder that reigns in the rest of Baghdad.

One question nevertheless provoked a great deal of confusion: who is in charge of the world's second largest petroleum reserves?

The former minister is barred from entering, as are his deputies. A man in a green suit, standing outside the barbed wire, introduced himself as Fellah al-Khawaja and said he represented the Co-ordinating Committee for the Oil Ministry, which few of the employees had heard of.

It draws its authority from a self-declared local government led by Mohamed Mohsen al- Zubaidi, a recently returned exile who says he is now the effective mayor of Baghdad.

According to Faris Nouri, a ministry section chief, the committee has issued a list of who should be allowed into the ministry by US troops guarding the building. On Sunday it was announced that Mr Zubaidi's deputy, former general Jawdat al-Obeidi, would lead Iraq's delegation to the next meeting of the Organisation of Petroleum Exporting Countries.

But when asked who was giving the orders at the ministry, most employees pointed to a portly man standing in the lobby, who declined to give his name: "I was a DG (director general) in the old administration, and no one has told me I'm not a DG anymore," he said.

Employees have been reappearing since Thursday at the oil ministry, first to do an inventory of what has been looted and destroyed, and to try and get the generators working again.

The ministry, which largely escaped the wholesale destruction suffered by many other public buildings in Baghdad, is one of the few to be guarded by US soldiers.

The director general said he was confused by the lack of any formal notices, and had a only a vague idea of the committee, backed by the Iraqi National Congress, the formerly exiled opposition group. "I don't honestly know who they are, who chose them, how they are being motivated. I know I am in contact with no one and no one is in contact with me."

However, he lamented the whole US approach to dealing with post-war Iraq. "We have a lot of experience with coups d'etat and this one is the worst," he said. "Any colonel in the Iraqi army will tell you that when he does a coup he goes to the broadcasting station with five announcements.

"The first one is long live this, down with that. The second one is your new government is this and that. The third is the list of the people to go on retirement. The fourth one, every other official is to report back to work tomorrow morning. The fifth is the curfew."

This is usually done within one hour, he added. "Now we are waiting more than a week and still we hear nothing from them.

In a personal discussion I had with the author of this book, a former White House Press Secretary, Salinger told me in 1995 that he considered what happened at the time of the Gulf War a "plot" largely perpetrated on Iraq by the United States. His book, by the way, was a best-seller in Europe -- more than a million copies -- but it was essentially black-balled in the U.S. where it quickly went into obscurity after a small initial print run of 25,000. -Mark Bruzonsky

Washington is intoxicated by the vision of imposing a Pax Americana on the Arab world on the model of the imperial 'order' which Britain imposed on the entire region in an earlier age... This is not a purely American project. Rather it must be seen as the culmination of America's strategic partnership with Israel... Much of the ideological justification and political pressure for war against Iraq has come from right-wing American Zionists, many of them Jews, closely allied to Israel's Prime Minister Ariel Sharon and occupying influential positions both inside and outside the Bush dministration. It is neither exaggeration, nor anti-Semitism, as they would have it, to say that this is a Bush-Sharon war against Iraq.
